Norway
Primary instrument
Petroleum Act & Competitive Tender Regime
Enacted / active: 1996 (amended)
Governed by Ministry of Energy / Sokkeldirektoratet
What the rule actually says
Norway does not impose numerical local-content quotas. Instead, transparent competitive tenders combined with a highly developed domestic supply cluster produce strong national participation.
— Key requirements
- Compete openly on price, capability, HSE record
- Cluster / Innovation Norway support available
- Strong preference for HSE-qualified suppliers
What this means for SMEs
Norway in plain English
SMEs win on capability, not quota. Norwegian-registered suppliers benefit from cluster programs (GCE Ocean, NCE) and Innovation Norway financing.
